Best AI UGC tools

No single best UGC tool. Creatify is the URL-to-video card with a published credit table. MakeUGC is the $1 product-in-hand try. Topview is the annual card. Arcads had no public sticker on 2026-10-17.

"Best" on this page means the tool whose observed job matches the ad you are actually making, and whose price was copied from a first-party card. It does not mean a ranked score, a win rate, or a blended cost per creative. The cards below come from ClipNav tool pages. Creatify, HeyGen, and CapCut were checked on 2026-10-16. MakeUGC, Topview, Arcads, and Captions were checked on 2026-10-17. This compare was assembled on 2026-10-17 and did not re-fetch the vendor pricing URLs. Where a page says not observed, this page does not fill the hole with a neighbor's rate.

The UGC ads path on this site already picks a default: a product-led actor ad in Creatify, then captions and safe zones in CapCut. The alternatives are real. They are not interchangeable meters.

Who this is for

Read this if you make paid or organic ads that are supposed to look like a person talking about a product, and you are choosing a login before you buy a stack of them.

Creatify fits a marketer who has a product URL, from Amazon, Shopify, the App Store, or Google Play, and wants many hooks from an actor library and a credit plan. MakeUGC fits a shop that wants a product-in-hand treatment and a $1 try of any plan. Topview fits a shop that will take an annual card and can cite one Seedance 2.5 example cell. Arcads fits the positioning line "AI actors for ad creatives" and does not fit a budget, because the public pricing URL returned HTTP 404 on 2026-10-17. HeyGen fits a spokesperson and a translation, and it is a weaker picture when the ad must look like an unpaid creator in a bedroom. Captions fits a phone-native twin or actor. It did not print a product-URL import. CapCut fits the cut after any of these files exist.

A faceless b-roll spot with no actor is a different workflow. Generate it in Kling, Seedance, Runway, or Higgsfield, then cut it in CapCut. A lesson with learner seats is Synthesia. A voice with no picture is ElevenLabs.

Dimensions compared

  1. Input the card actually names. Creatify's usual input is a product URL, and the FAQ also allows uploaded images, videos, and text. MakeUGC's copied job is UGC ads plus product-in-hand. The import method, whether URL, still, SKU, script, or reference, was not observed. Topview's positioning line is product to UGC shorts. URL versus photo versus SKU versus brief was not observed. Arcads' copied job is AI actors for ad creatives. A product-URL field was not observed. HeyGen's input is a script plus an avatar. Captions' input is a phone edit. A product URL on Captions was not observed. Ranking a tool as "URL to video" because a roundup said so, when its own page did not, is how this directory invents features. This page does not.

  2. Public price, and whether a buyer can see it before signup. Creatify prints web stickers and a separate API subscription. MakeUGC prints a $1 try and a yearly display of $29, $39, and $79 a month. Monthly list prices were not clearly separated. Topview's pricing URL returned HTTP 200, and the annual cards print dollars. Arcads' pricing URL returned HTTP 404. The homepage is marketing. The app host named on the page is app.arcads.ai. Public self-serve plan stickers were not observed. HeyGen prints Free through Business. Captions prints Free, Max, and Frontier. A tool with a 404 is not "contact sales" and it is not free. Both of those labels would be inventions.

  3. Whether the meter is a credit you can divide. Creatify's web cards show 55, 280, 730, and 1,500 to 6,100 credits. The API table prints endpoint costs, including URL to video at 5 credits per 30 seconds and AI Avatar at 5 credits per 30 seconds. The web app says cost varies and that you see it before you confirm. Do not assume the website spends credits at the API integers. MakeUGC copied no credit integer. A burn per ad is not observed. The $1 try does not say how many finished ads it includes, or how long the try lasts. Topview prints a credit multiplier from 1× to 5× plus Custom, and the base credit count at 1× was not observed. One generation cell is safe to quote: Seedance 2.5 at 720P for $3.60 per 30 seconds. The page does not say that $3.60 is deducted from the plan. HeyGen's credits vary by engine. Captions Free lists generative credits as none. Max mentions 500 credits a month in features copy, beside a "Medium" description that was not tied to that 500 by one sentence.

  4. Named models. Creatify's API table names Aurora 1.0, Aurora 1.0 Fast, Aurora 2.0, Boreal, and Boreal-H3, with credit rates. Aurora 2.0 defaults to 720p at 0.7 credits per second. Topview names Seedance 2.5 in that one 720P cell. Other Topview rate cells were present and were not copied, so they are not observed. MakeUGC named no video model and no speech model. Arcads named none. HeyGen names Avatar IV, Avatar V, a cinematic mode, and Video Agent. It does not list Kling or Seedance as included. Captions records a Mirage Studio merger and does not name a shot model. Do not assign Creatify's Aurora rates, or Topview's $3.60, to a MakeUGC or Arcads render.

  5. Actors, duration, and languages, only where printed. Creatify's compare table, checked 2026-10-16, lists 300 AI actors on Standard and 1,500 on Pro, Max, and Business. Custom avatars are an empty cell on Standard in the extract, and 3 on Pro, Max, and Business. Empty cells are not a verified "no," because a checkmark may not have come through as text. Video duration is up to 2 minutes on Standard and up to 10 minutes on Pro, Max, and Business. The FAQ says 75+ languages. Free is about 2 video ads or 20 image ads a month, 300 AI actors, and a watermark. MakeUGC's actor-library size was not observed. Topview's actor count and language count were not observed. Arcads' actor-library size was not observed. HeyGen lists 500+ stock video avatars on Free and 700+ on paid plans, and 175 languages and dialects on paid plans. Captions' twin count and actor count were not observed.

  6. API and MCP. Creatify's API is a second subscription: API Starter is $99 a month for 500 credits, API Pro is $299 for 2,000. The MCP page says generations use the same credits as the platform plan. That sentence is about MCP versus the app, not a proof that every API endpoint matches every web button. MakeUGC includes API on every plan and markets an MCP server. The docs URL and the server URL were not observed. There is no separate API sticker of the Creatify kind. Topview lists API and MCP on higher tiers. The tier names and the URLs were not observed. Arcads: API and MCP not observed. HeyGen stores a developer docs URL and https://mcp.heygen.com/mcp/v1/, and it splits website credits from the API wallet. Captions: API and MCP not observed. An agent workflow can start from Creatify or HeyGen without guessing a host. It cannot start from a marketed MCP line that never printed a URL.

  7. Ad operations versus a render. Creatify's feature index includes ad clone, an ad launcher toward Meta, TikTok, and AppLovin, and an ad-insights line. Many of those rows rendered without a text value in the extract, so this page will not mark them present or absent per tier. MakeUGC's AdFlow counts, in the note's order, are 2, 5, and All on Starter, Growth, and Pro. What one AdFlow unit is was not observed. Topview did not print an ad-account launcher in the extract used here. HeyGen is a render of a spokesperson, not an ad account. The commercial terms for putting any of these renders into paid media need the product's own license. A UGC template is not that sentence. Creatify's FAQ says you own the creatives after the plan ends and that stock footage in Creatify is royalty-free. The other extracts did not copy an equivalent sentence.

  8. Seats and the team invoice. Creatify Standard and Pro are 1 seat. Max is 3 seats and 3 brand spaces. Business is 10 seats and 10 brand spaces, and the card says there are no per-seat fees. A dollar price for seats beyond the included set was not observed. MakeUGC's seat counts and brand spaces were not observed. Topview Team is $56 per seat a month on the annual card, after a struck $180, at $672 per seat a year, and the stepper starts at 2. A one-seat Team invoice was not observed. HeyGen Business is $149 plus $20 per seat. Captions did not print a seat price. Do not share one login and call it a team plan the card did not describe.

Side-by-side notes

Creatify, checked 2026-10-16, is the ad product in this set. Under a "SAVE 20% ON ANNUAL PLAN" banner, the web cards show a higher monthly sticker and a lower one. Standard is $15 or $12 for 55 credits. Pro is $55 or $44 for 280. Max is $95 or $76 for 730. Business is $195 or $156 for 1,500 credits, with a selector for 1,500, 3,050, or 6,100. The lower figure is 20 percent off the higher one. Free is 10 credits a month, replenished, and free credits do not transfer onto a paid plan. Unused paid credits are valid for 2 months. Manual edits after export are free. Regenerating the video, the avatar, the voice, or the script spends credits. A naive full-spend on API Starter is about $0.198 per credit, because 500 credits cost $99. A 30-second URL-to-video at 5 credits is about $0.99 on that arithmetic, before failed takes. Creatify does not print that figure as "price per finished ad." A 30-second Aurora 2.0 clip at default 720p is 0.7 times 30, or 21 credits, which is a different burn from the 5-credit AI Avatar block. Pick the model name on the invoice.

MakeUGC, checked 2026-10-17, is the product-in-hand login with the smallest first charge that was actually copied: $1 to try any plan, cancel anytime. The length of that dollar was not observed. The yearly display is Starter at $29 a month billed yearly, with "Save 51%" written on that price, Growth at $39 a month, and Pro at $79 a month. This page does not reverse 51 percent into a monthly list price. $29 times 12 is $348. That product is arithmetic, not a MakeUGC yearly sticker. AdFlow steps from 2 to 5 to All in the note's order. Confirm the count on the card. No watermark rule, duration, resolution, or language count was copied. API on every plan does not add a second dollar. An agent still has no endpoint until a docs URL is copied.

Topview, checked 2026-10-17, is the annual-card path. Plus is $36 a month billed annually, $432 a year. Business shows a struck $75 moving to $44 a month, $528 a year. Ultra shows a struck $150 moving to $50 a month, $599.9 a year. $50 times 12 is $600. The card prints $599.9. Store $599.9. Team is $56 per seat after a struck $180, $672 per seat a year, stepper from 2. Two seats at the unstruck display are $112 a month and $1,344 a year. That is arithmetic on the printed per-seat stickers, and it is the smallest quantity the stepper's start implies. The credit multiplier is not a fifth price column. Step prices at 2× through 5× and Custom were not observed. The Seedance 2.5 720P example is $3.60 per 30 seconds. $432 divided by $3.60 is 120 only if both numbers are cash and you divide them. It is not a sentence that Plus includes 120 videos. A free-tier sticker was not observed. A distinct monthly column was not observed. API and MCP are "higher tiers," and Plus is not a verified yes or a verified no.

Arcads, checked 2026-10-17, is the actor login whose public price this directory refuses to invent. The pricing URL returned 404. Plan names, periods, units, a trial, and a contact-sales label were not observed. "Winning ad creatives" is the job phrase. It is not a measured win rate. Actor-library size, duration, resolution, watermark, and a named model were not observed. Any charge has to be read inside app.arcads.ai. Until those four fields — plan name, amount, period, and unit — are copied, Arcads cannot be a line in a stack total. The calculator on this site skips a not-observed row. This compare skips it the same way.

HeyGen, checked 2026-10-16, is the spokesperson. Free is up to 3 videos a month, 1 minute max, no card. Creator is $29 or $24 annual, with 600 credits on the card. Pro starts at $49. Business is $149 plus $20 per seat. Translation to 175 languages on paid plans is the feature that makes one avatar serve more than one country. The picture still looks like avatar video. For a phone-selfie style, Creatify or a real shoot can be the better frame even when HeyGen's lip sync is the cleaner contract. MCP spends the website plan. The API spends a separate balance. Do not fund a UGC test by buying both wallets by accident.

Captions, checked 2026-10-17, is the phone. Free generative credits are none. Max is $24.99 a month. Frontier is $69.99, $139.99, and $279.99 for 1x, 2x, and 4x. Annual prices were not observed. The ad fit is the actor or the AI Twin, not a URL field. After the phone export, a desktop safe-zone pass is still CapCut. CapCut's own page is an editor with Seedance on paid plans, not an actor library. Use it to burn captions and reframe. Do not price a UGC actor from CapCut's region-rendered Pro sticker.

Verdict

The best AI UGC tool in this directory is the one whose input matches the asset you already have, and whose meter was printed. For a product URL and a batch of actor ads, that tool is Creatify. The web ladder and the API ladder were both on public pages on 2026-10-16, including a URL-to-video row at 5 credits per 30 seconds on the API, a free plan of 10 credits with a watermark, and seat counts that go from 1 to 10 before Enterprise. The workflow page uses that login as the default for a reason that is evidence, not taste. You can tell a founder what Standard costs, what an API Starter month costs, and which burn is Aurora rather than the 5-credit avatar block. You cannot tell them the web app spends credits at those API integers. The MCP sentence covers the platform plan. It does not merge the $99 API subscription into the $15 web plan.

MakeUGC is the best fit when the picture you need is product-in-hand and you want the first charge to be $1, with cancel anytime copied and the length of the try not observed. The ongoing yearly display of $29, $39, and $79 a month is readable if you accept annual billing. It is not readable as a month-to-month list, because that list was not clearly separated, and reversing "Save 51%" would invent a sticker. It is also not readable as a cost per ad. No credit grant was copied. AdFlow's 2, 5, and All are counts without a definition. API included on every plan is a real difference from Creatify's separate API SKU, and it is still not an endpoint. Use the $1 try to judge the picture. Use Creatify when you need a rate card before you spend.

Topview is the best fit when the buyer wants an annual card that returned HTTP 200 and printed dollars, plus one model cell they can cite. Plus at $36 a month, $432 a year, is the first named card. The Seedance 2.5 720P example at $3.60 per 30 seconds is the only generation price safe to repeat, and only as an example cell. It is not Dreamina's price and not Creatify's Aurora rate. The credit multiplier without a base integer is not a video count. Ultra's year is $599.9, not $600. A free tier was not observed, so Topview is a weak fit for a test that must start at zero or at MakeUGC's $1. It is a strong fit for a shop that already knows it will pay annually and will read the multiplier's dollar amount in the app when the control leaves 1×.

Arcads is not the best, and it is not the worst. It is unscored. The 2026-10-17 check found a 404 on the public pricing URL and a marketing homepage. Putting it first because the positioning line says "winning" would turn a slogan into a measurement. Putting a borrowed price on it would break the rule this site is for. Keep it on the list as the actor login you open inside the app, write down whatever the screen shows, and only then edit this page. Until that edit, a media buyer cannot defend an Arcads line in a budget.

HeyGen and Captions are best at adjacent jobs that get filed under UGC because a face is on screen. HeyGen is best when the ad is a spokesperson, a translation, or a custom likeness you will keep, and when you need the MCP URL that was stored on 2026-10-16. It is a worse default than Creatify for a bedroom-style product ad. Captions is best when the editor is a phone and the twin is the picture, at $24.99 on Max, with no annual sticker in the extract and no product-URL claim. CapCut is best after the render, for the caption and the frame. It is not an AI UGC actor tool on the evidence in its pricing extract.

A stack that buys all of them is how a small shop pays five meters for one hook. The disciplined month is one actor login, one finish in CapCut, and a voice in ElevenLabs only if the actor tool's voice is the wrong speaker. Creatify's free 10 credits, or MakeUGC's $1, is the test. Topview's annual card is the commitment after the example cell is the look you want. HeyGen is the switch when the asset is the face rather than the product URL. Arcads waits on a sticker. No page in this set published a win rate, a hook-test lift, or a cost per acquisition. The best tool is the one you can price and describe without borrowing a neighbor's row.

When to pick each

Pick Creatify when the input is a URL, you want actors and templates counted on a compare table, and you can keep the web plan and the API plan apart. Standard at $15 or $12 is the first paid web card. API Starter at $99 is the integration card. Read the credit cost in the product before you confirm a web render.

Pick MakeUGC when product-in-hand is the picture and the $1 try is the evaluation. Read the renewal date at checkout. The yearly display checked 2026-10-17 was $29, $39, and $79 a month. Confirm AdFlow's 2, 5, and All on the card before you treat that order as the contract.

Pick Topview when you will pay annually and you want Plus at $432 a year or a higher card, and when a Seedance 2.5 720P example at $3.60 per 30 seconds is the cell you mean. Do not convert that cell into videos included. Move the credit multiplier only after the app shows the new dollar.

Pick Arcads only after you have read the charge inside the app. This page has no dollar to recommend. The public pricing URL was a 404 on 2026-10-17.

Pick HeyGen when the deliverable is a spokesperson or a lip-sync translation and you want a checked Creator price and a stored MCP URL. Pick Captions when the twin lives on the phone. Pick CapCut for the caption pass, the safe area, and the export. Pick ElevenLabs when the read has to be a named voice the UGC extract did not price.

Related workflows

UGC ads is the primary path. The recommended actor step is Creatify. CapCut is the caption and safe-zone step. MakeUGC, Topview, Arcads, HeyGen, and Captions are the staged alternatives, with the gaps above left intact. The workflow's cost note is built from stickers it can verify. Arcads stays off that total until a public sticker exists. Topview's $3.60 cell is an example, not an inclusion in Plus.

AI avatar is the path when the deliverable is a presenter rather than a product-in-hand ad. HeyGen is the default. Synthesia is the training buyer. A UGC tool overlaps that path only as far as "a person is on screen." Actor counts on MakeUGC, Topview, and Arcads were not observed, so a multilingual lesson cannot be planned from their cards.

Captions and covers starts after the ad file exists. Safe-zone insets were not observed on the UGC pricing extracts. CapCut is the bench when the frame fails. Voice and publish is the wrong primary slug for these actor tools. No MakeUGC, Topview, or Arcads speech rate was copied. Faceless is the path when the ad should not have a stock actor at all.

FAQ

Which UGC tool is cheapest?

There is no cheapest until the unit matches. Creatify Standard is $15 a month, or $12 on the annual display, for 55 credits, checked 2026-10-16. MakeUGC's try is $1, and the ongoing yearly display starts at $29 a month, checked 2026-10-17. The length of the $1 was not observed. Topview Plus is $36 a month billed annually, $432 a year. HeyGen Creator is $29, or $24 annual. Captions Max is $24.99, with no annual price in the extract. Arcads is not observed. A $1 try is not a $1 plan. A yearly display is not a monthly list. Compare the invoice you will renew, not the smallest number on this page.

Why is there no Arcads price?

On 2026-10-17, arcads.ai/pricing returned HTTP 404. The homepage is marketing. The app is at app.arcads.ai. This page does not print a monthly amount, a free tier, or a credit pack. A 404 is a missing document, not a blank price cell on a card that loaded. Creatify, MakeUGC, and Topview all returned a pricing document with dollars. Arcads did not. Borrowing their dollars would price the wrong company.

Does Topview Plus include 120 Seedance clips because $432 divided by $3.60 is 120?

No. The card prints a Seedance 2.5 720P example at $3.60 per 30 seconds, and Plus at $432 a year. The division is cash arithmetic. The extract does not say the example is deducted from Plus, billed beside Plus, or merely illustrative. Other rate cells were not observed. Do not extend $3.60 to a resolution the cell did not name, and do not paste it onto Creatify or MakeUGC.

Is MakeUGC's API the same purchase as Creatify's $99 API Starter?

No. MakeUGC says API access is included on every plan, and it did not print a separate API price on 2026-10-17. Creatify's API Starter is $99 a month for 500 credits, and API Pro is $299 for 2,000, on a billing page checked 2026-10-16. MakeUGC did not print a docs URL. Creatify did print endpoint costs. Included is not the same as priced, and priced is not the same as a host an agent can call from the MakeUGC entry.

Can I run a live ad from the free plan?

Creatify's free exports include a watermark, and the FAQ caps the refill at about 2 video ads or 20 image ads a month. Whether a watermarked free export is allowed in a given ad account was not observed. Read the terms. HeyGen Free is up to 3 videos, and watermark removal was not clearly included. Captions Free has no generative credits, so it will not render the actor. MakeUGC's free plan was not observed. The $1 try is not a free plan. Topview's free sticker was not observed. Arcads' free tier was not observed. A live paid-media buy also needs the commercial license, which these pricing passes did not copy as a grant.
